Call to Order and Introductions:  President Guy Shampaine called to order the 6th meeting of the ADEX House of Representatives at 8:10 a.m. on Sunday, November 7, 2010, in the Signature 3 Room, Doubletree Hotel, Rosemont, IL.

President Shampaine introduced ADEX officers, Dr. Bruce Barrette, WI, Vice-President and District 4 Director: Dr. Frank Maggio, IL Secretary: Dr. William Pappas, NV, Treasurer.

 

President Shampaine also introduced representatives from Associate Member organizations:  Dr. Peter Robinson, American Dental Education Association (ADEA); Mr. Corwyn Hopke, American Student Dental Association (ASDA); and Dr. Charles Norman, ADA Trustee.

Adoption of Agenda:  Ms. Dreves moved and Dr. Reitz seconded a motion to adopt the agenda with the proviso that the President could reorder items if necessary. The motion passed by general consent.

 

President Shampaine’s Report:  Dr. Shampaine presented an informational report and noted that this is the 6th meeting of the ADEX House of Representatives and that 24 states are members of ADEX. 

 

Presentation from California Dental Board

 

Dr. John Bettinger, President of the California Dental Board and Dr. Steve Casagrande, a member of the California Dental Board gave an informative presentation on the history and current process for the Portfolio Examination that has been recently approved in California.

 

Presentations from Associate Members

 

ADEA - Dr. Robinson ADEA had no report.

 

ASDA - Mr. Hopke had no report but thanks us for inviting him to attend on behalf of ASDA.

 

ADA – Dr. Charles Norman reported on the resolutions that were adopted at the recent ADA House Meeting, resolutions regarding CODA. He also discussed mid-level providers and License issues.

 

Update on ADA National Board Part 3 – Dr. David Perkins, CT:  Dr. Shampaine introduced Dr. Perkins who currently serves on the ADA Task Force that is looking into the ADA having a National Board Part 3 that would eliminate live patient clinical licensing examinations.

 

Dr. Stephen Klein, Gansk & Associates, ADEX Psychometrician:  Reviewed the draft of the 2010 Technical Report for the Dental Examination and that he expects the report in a final form to be completed very soon.

 

Dr. Peter Yaman, Chair ADLEX Exam Committee - Dental Examination Overview

 

Dr. Yaman presented the report of the Examination Committee meeting which was held on Friday November 5, 2010. The following recommendations were made by the examination committee:

 

·      The Dental Examination Committee is recommending to the ADEX House of Representatives to eliminate the probing portion of the dental periodontal examination. It was further recommended that the points that were allowed for the probing portion of the dental periodontal examination should be redistributed so that it will end up being a neutral scoring change.

 

 

 

·      The Dental Examination Committee  is recommending to the ADEX House of Representative that candidates be allowed to  select among a class III composite,  and one of the following, a class II traditional composite, a class II composite slot preparation, a class II amalgam.  The candidate would select two unique selections to include one anterior and one selection from the posteriors. Allow selection by candidate of class III composite, class II traditional composite, class II slot preparation, class II amalgam, but choose one anterior and one posterior.

 

·      The Dental Examination Committee is recommending to the ADEX House of Representatives that anonymous assignments of lesions be implemented for the 2011-2012 examination. The anonymous assignment would require two examiners to agree on the assignment or rejection, and a third would not be called unless necessary. Blood pressure reading on patients will be observed by CFE and the patients will be rejected if outside the patient acceptance criteria. The Exam Committee Chair will appoint a subcommittee of testing agency representatives, NERB, Nevada and any other participating testing agency to recommend the administrative logistics of the implementation.

 

·      The Dental Examination Committee is recommending to the ADEX House of Representatives that Dr. Klein and NERB, Nevada and Florida test administrators look at the inter-examiner agreement on critical deficiencies and recheck the data.

 

·      The Dental Examination Committee is recommending to the ADEX House of Representatives to have ADEX incorporate criteria with other testing agencies.

 

·      The Dental Examination Committee is recommending to the ADEX House of Representatives that final lesions be assigned two hours before the conclusion of the restorative examination.

 

·      The Dental Examination Committee is recommending to the ADEX House of Representatives that penalty of 10 points be assessed if the rubber dam is not in place at the start of the endodontic procedure.

 

The next Examination Committee meeting will be November 4 - 5, 2011.

Nan Kosydar Dreves, RDH, Acting - Chair ADHLEX Exam Committee - Dental Hygiene Examination Overview

 

Ms. Dreves reported on the work of the ADHLEX Examination Committee since the last meeting of the House of Representatives.

 

The following are recommendations to the ADEX House of Representatives regarding the Dental Hygiene Examination:

 

·      To require that a UNC 12 probe be required for the ADHLEX by the year 2013.

·      The ADHLEX committee affirms the importance of the probing exercise remain for all ADEX dental hygiene examinations.

·      ADHLEX Local Anesthesia Form is accepted with some minor changes.

·      ADHLEX committee requests that Dr. Klein create a new mechanism to weigh the periodontal probing component and review polish/soft tissue management sections validity and weighting.

·      ADHLEX committee recommends the candidate manual be produced to reflect the prominence of ADHLEX and the ADEX logo to be placed on the cover.  The language of the manual should allow different agencies and jurisdictions who administer our exam ease in making it specific to their own state.

 

Ms. Judith Fisks moved to accept the Dental Hygiene Examination Committee Report. Motion approved by general consent.

 

Business Session

 

Proposed Bylaws Amendments:  Dr. Robert Ray, Chair, Bylaws Committee, presented the following proposed amendments to the ADEX Bylaws:

 

 

1HR. Resolved, that Article 1, Section 1C, Associate Members, be revised to delete: “The following organizations shall be admitted as associate, non-voting Members upon payment of an admission fee and annual dues, as provided below:

American Dental Association

American Student Dental Association

American Dental Education Association

American Dental Hygienists’ Association

American Association of Dental Boards.

National Examining Board of Canada

Canadian Dental Association

National Board of Medical Examiners

Federation of State Medical Boards

 

Each Associate Member may designate one (1) representative to attend and participate in the annual meeting of Members with voice but without vote; however, AADB may designate up to five (5) representatives to attend and participate in the annual meeting of Members without vote.  As used herein the term "Member" shall be deemed to refer to both "Member Boards" and "Associate Members".

 

2HR. Resolved, that Article 2, Section 2 D, the language should be deleted.

 

One (1) person representing AADB shall be appointed to the Board of Directors of AADB and shall server with voice but without vote.

 

3HR.  Resolved, that Article 2, Section 2 E, should be deleted and re-lettered as D and, be changed to read:

 

The following persons shall serve on the Board of Directors ex officio the Chair of the Dental Examination Committee, with voice but without vote; the Chair of the Dental Hygiene Examination Committee, with voice but without vote; the Chief Executive Officer, of this corporation with voice but without vote. The Chief Operating Officer of this Corporation, with voice but without vote, and the Executive Director of AADB with voice but without vote. 

 

 

After discussion, Moved by Dr. Dickinson and Ms. Judith Ficks seconded a motion to amend the Bylaws changes as presented. The motion passed unanimously.

 

Nomination of Board of Directors and Officers:  No Members of the Board of Directors are at the end of their terms for the Board of Directors.

 

Dr. Scott Houfek moved and Mr. Zeno St. Cyr II seconded a motion to nominate Dr. Bruce Barrette as President of ADEX for 2010 - 2011 term. There were no other nominations. The motion passed by general consent.

Ms. Nan Dreves moved and Ms. Sybil Gant seconded a motion to accept the dental exam. The motion passed by general consent.

Dr. Barrette presented an award to Dr. Shampaine thanking him for serving as the second President of ADEX.  All members of the House rose and gave Dr. Shampaine a standing ovation.

 

Dr. Barrette recognized Dr. Scott Houfek who will be going off of the Executive Committee as the immediate past President and thanked him for his service to ADEX. All members of the House rose and gave Dr. Houfek a standing ovation.

 

Dr. Shampaine recognized Mr. Patrick Braatz who has been doing the administrative work of ADEX during the past year as a volunteer and thanked the Board Members from Oregon for allowing him to do this on his off time.  All members of the House rose and gave Mr. Braatz a standing ovation.

 

Adjournment: Ms. Judith Ficks moved and Dr. Neil Hiltunen seconded a motion for adjournment. The motion passed by general consent. The meeting was adjourned at 11:25 a.m.

Dr. Barrette presented an award to Dr. Shampaine thanking him for serving as the second President of ADEX.  All members of the House rose and gave Dr. Shampaine a standing ovation.

 

Dr. Barrette recognized Dr. Scott Houfek who will be going off of the Executive Committee as the immediate past President and thanked him for his service to ADEX. All members of the House rose and gave Dr. Houfek a standing ovation.

 

Dr. Shampaine recognized Mr. Patrick Braatz who has been doing the administrative work of ADEX during the past year as a volunteer and thanked the Board Members from Oregon for allowing him to do this on his off time.  All members of the House rose and gave Mr. Braatz a standing ovation.
